By John Brennan, Staff Writer, NorthJersey.com.  While much of the North Jersey economy sputters, work on transportation improvements surrounding the Meadowlands Sports Complex continues to speed along. At least $400 million in public and private funds is being spent on a rail link, a half-dozen roadway projects and sports complex service road improvements that all are scheduled to be finished by mid-2010. Morley, staff writer, northjersey.com.  The Meadowlands Chamber of Commerce has reached another milestone in its effort to create a well-funded, vigorous marketing bureau to woo tourists to the area. A national organization that evaluates the quality of tourist bureaus has accredited the chamber-operated Meadowlands Liberty Convention Bureau, officials said.   Destination Marketing Association International, a Washington-based trade group, told the bureau it had been certified in a Nov. 10 letter.
